Abs. 1
This Regulation applies to the processing of personal data in the context of the activities of an establishment of a controller or a processor in the Union, regardless of whether the processing takes place in the Union or not.
本条例适用于在欧盟境内的控制者或处理者机构的活动范围内进行的个人数据处理，无论该处理是否在欧盟境内进行。
Abs. 2
This Regulation applies to the processing of personal data of data subjects who are in the Union by a controller or processor not established in the Union, where the processing activities are related to:
本条例适用于未在欧盟设立机构的控制者或处理者，对身处欧盟境内的数据主体的个人数据进行的处理，前提是相关处理活动涉及：
lit. a
the offering of goods or services, irrespective of whether a payment of the data subject is required, to such data subjects in the Union; or
向欧盟境内的该等数据主体提供货物或服务，无论是否要求其支付费用；或
lit. b
the monitoring of their behaviour as far as their behaviour takes place within the Union.
对其在欧盟境内发生的行为进行监测。
Abs. 3
This Regulation applies to the processing of personal data by a controller not established in the Union, but in a place where Member State law applies by virtue of public international law.
本条例适用于未在欧盟境内设立机构、但因国际公法而适用某成员国法律之地的控制者所进行的个人数据处理。
